Torbay Borough Council were in complete support for the proposed bypass right from the start of the campaign. Teignbridge Council and South Hams Council were also in support for the bypass. The local Kingskerswell Parish Council held public meetings and gave support although there were councillors who were opposed to the bypass route.

The Torbay Unitary Authority, which in the recent elections changed from Conservative to Liberal Democrat is still to issue it's formal view of an alternative road to the A380.
